Unable to verify with harbor OCI proxy

Description

Hello All, Does Harbor-proxy proxies cosign signatures and verify them via policy controller? Checking since Im having a hard time in getting this worked via policy controller?. I was able to verify through cosign verify locally by providing Harbor proxy endpoint but not with policy controller?. Somehow while using, it always fetching the old digest and looking for that signature instead of latest digest signature
