I have the same problem ; it worked before, I suspect an update of the perl library

Also, could you guys please try to downgrade glycin to 2.0.8 if it's not too much hassle?

I was already on 2.0.8. I managed to downgrade from 2.0.8 to 2.0.3 (version available on my fedora 43), same error.

Okay, perfect! It still works with 2.44.4 for me. So the change happened between 2.44.4 and 2.44.6.

According to the change log, there were some changes to XPM loading which are likely to have introduced the issue: https://gitlab.gnome.org/GNOME/gdk-pixbuf/-/blob/master/NEWS

The required file, libpixbufloader-xpm.so, is already included in the gdk-pixbuf2-2.44.6-1.fc44.x86_64 package.

workaround for me was to convert the shutter XPM-Icons to "*.png":

cd /usr/share/shutter/resources/icons/drawing_tool/cursor/
convert the xmp-file to e.q. arrow to arrow.png etc.
rm backtext
ln -s /usr/share/shutter/resources/icons/drawing_tool/cursor/text.png backtext

that's the result:
