Installing Software reports : could not acquire the framework manipulator service.

What steps will reproduce the problem?
    1.Using Eclipse 4.4.1 Install Software from     https://dl.google.com/eclipse/plugin/4.4
    2. Select Eclipse Plugin, GWT Designer, SDKs
    3. Click Next and then Finish.   

What is the expected output? What do you see instead?

    Expected the google plugin for eclipse to install.

What version of the product are you using? On what operating system?

    Eclipse 4.4.1, Ubuntu 14.04  

Please provide any additional information below.

    I had this working on a prior version of Eclipse but upgraded.
