Can the Google Maps in GrapheneOS display the navigation over your lock screen while a navigation session is going on? if so, this should replace it with the min mode (power saving mode)

Yes it can. Unsure why it does not get replaced

Use the App Manager and see if there's the minmode activity of the Google maps package present, if so, that should work. Just make sure shizuku is running as it needs elevated permissions.
