[Portfolio] ApplyKit: first shipped workflow validation slice #1

@notion-portfolio-actuator

Description

@notion-portfolio-actuator

Validate the first real ApplyKit workflow on the new GitHub baseline and capture the highest-value post-MVP release or operator polish gap.

Why this exists

  • Prove the governed create-issue lane on the third repo in the current onboarding batch.
  • Turn the shipped-state baseline into a tracked GitHub work item.

Current focus

ApplyKit is already at MVP+, so this first issue should surface the next concrete release-hardening or operator-experience improvement.

Done when

  • The GitHub issue exists and is visible in the actuation ledger.
  • The issue can be used as the next operator-backed execution item for ApplyKit.
