Upgrade Ruby version to 3.3.10

Hi, I am hoping to make some contributions to this project and working in Codespaces is very convenient for me as I work on multiple machines and it also provides an easy way to contribute while on a Windows machine without setting up virtual Linux etc.

I noticed the devcontainer setup was not working well for me and noticed that Docker does not have a pinned ruby 3.3.8 image available, which seemed to cause some of the problems I encountered. It does not look like bumping to patch 3.3.10 will bring any breaking changes.

If this upgrade is approved by maintainers, I will put up a PR for it!

My hope is that once we are bumped to 3.3.10, Codespaces will work more easily for everyone. My own Codespaces environment is working well after doing the upgrade.

That would be great! I've been running ruby 3.3.10 locally already and do not have any issues.
