in RTKLIB.h, MAXPRNCMP should be increased 60

I have noticed that MAXPRNCMP is too small. It should be increased to 60 based on the BDS constellation status. This is causing some observations to be ignored.

Similar with MAXPRNQZS but I am less familiar with the logic of those defines and I am not in Japan and cannot see the SVs.

Known matter, limited for claimed performance reasons. You need to redefine this locally and rebuild. Have not noticed any issues using 62 here. For QZSS, it might be okay as the largest PRN in the latest IGS atx is J08, whereas for BDS it is C62. Perhaps a noted could be added to the readme file on this.

by the way, after C46，only GEO C59 C60 is useful in Asia, Almost all the other satellites are under test, can not be used.
