`format` argument should provide plain text citation options, like ISO 690, APA, MLA

We should allow Relaton to produce plain text citation options, like ISO 690, APA, MLA.

We need to determine where the output formatting should go to given the upcoming ISO 690 model, and the existing programming for citation formatting inside Metanorma.

Oh God.

The output formatting should go into isodoc, as a Presentation XML option, which a flavour can select. I do not believe it belongs inside of relaton. If it will be generated out of relaton gem, though, it will need to be in Metanorma XML.

@ronaldtse it isn't clear to me where the relaton could produce a plain citation. Could you explain the details?
