create json format and file for Projects

I can start populating it when @davidpaulsson has created it.
Or we could wait until @brylie has created the ER diagram and implemented it in MongoDB for refugeetech/platform => then we wouldnt have to do more work than necessary.

Alright, I will start with a schema for the Projects collection. I will then scaffold a basic form and application to input project data and export as JSON.
