`java.format.settings.url` config scope is not right

The machine scope defined for the plugin parameters is incorrect: java.format.settings.url, java.settings.url . They should be like java.jdt.ls.vmargs

Actually no, it's debatable at best. The scope would be machine-overridable if the values were local paths only, but, as the settings keys indicate, they're URLs, so you could use an https:// url to point to a formatting file, which is legitimate to use/define/inherit in all settings
