Create a report tracking plugin installation and use #1880
Description
We should create a woopra report leveraging the telemetry system to determine the most commonly installed plugins in a che workspace.
Currently the plugins are sent to woopra in the form of a comma-separated string. We should ensure this is the correct format and create a query in segment.
