Allow admins to deploy code

• Provide a /delpoy page in the website, accessible only to the admins, which will write a json object to db.
• Run a python program as root, which polls the db and runs a script when there is a deploy request.
• The script does the following:
  • Pulls the code from github
  • Restarts lighttpd
  • Sends email notification to interested paries
