Upgrade to a later version of typer

After we temp fix the issue in this comment, we'll need to upgrade Typer.

I'm filing this as a separate issue since there might be breaking changes in the Typer change log.

• Verify Python and other version compatibility
• Make any changes needed in ./make.py
