feat: translate howto/logging.po

Add Traditional Chinese translations for the logging HOWTO documentation.
This includes:
- Header updates with new translator credit (CTHua)
- Translation of main sections and headings
- Translation of logging level descriptions
- Translation of handler and formatter documentation
- Translation of configuration examples
