[Bug] ReadMe_OSS is empty for EV3

ReadMe_OSS.txt is empty, so it won't load in Pybricks Code even though there is a package that contains EV3 firmware.

This was not actually what was blocking here. That was pybricks/pybricks-code#2359, so no rush on ReadMe_OSS.
