PRIORITY bug: troubleshoot translation.json file missin in CI

There is a bug that is hitting #602 where the translation stat json file isn't found when building. We aren't sure WHY this is happening but if someone is good at troubleshooting ci, we would appreciate a fix so we can merge the updated japanese language files.

This is likely a technical issue but also very sprintable. and high priority!!

I'd like to claim this issue.

Plan: Make write_translation_stats in _ext/translation_graph.py resilient in CI by skipping when the build raised an exception and by creating the _static output directory before writing translation_stats.json.

Approach: In write_translation_stats (_ext/translation_graph.py:266), early-return when exception is not None (the build failed, so no outdir guarantees) and when there are no .po files to summarise. Then out_path.parent.mkdir(parents=True, exist_ok=True) before opening the file so that translated-language builds whose _static subdir hasn't been materialised yet still succeed. Keep the existing non-HTML guard.
