New Notification: After the content is updated

Currently we only have for published. Maybe we could combined it like "After the content is moved to another status"

Use case: I'd like the author to be notified 12 weeks after a page has been updated.

Another usecase:

We have the following workflow that requires action from a specific user: Editor 1 Review, Editor 2 Review, Revision Required and Revision Completed.

We were wondering if it is at all possible to send email notifications if an article/post is stuck in one of these statuses for a certain amount of time (e.g., if the post has been in Editor 1 Review for 3 days, it will send an email notification to the specific users selected that they should be addressing their task.
