Painless script files

Tilly should work for small projects as well as large projects. For small projects it is unacceptable to require multiple files, but those files should still be able to have dependencies. I'm trying to think of a few things I'd want to do differently than cabal scripts. Only IDE support comes to mind. Otherwise, cabal scripts are quite nice.

This is a feature I'm missing from npm. Sometimes I want to experiment with different versions of packages. However, it's not easy to switch that back, especially when there are some changes to package versions that I do want to keep.
