[p2core] "Versioning" rework

The "Versioning" section in chapter #8 of the specification is fine for a first 1.0 beta release, but should be extended or reworked for later releases. The section is not defined well enough and leaves room for interpretation, which is not a good thing when what you want is a uniform versioning standard.
