Lower the repo size

Cloning the nctoolkit repo is now quite slow because the amount  of data has caused a lot of bloat.

This should be reduced.

A couple of steps are needed:

 - git history removed for data files
 -  data moved to a separate repo or set up with git-lts. Running daily builds of nctoolkit on circleci might complicate this.
