`PkgMissingMetadataXml`, `CatMissingMetadataXml` checks: turn on for non-`::gentoo`

The proposition is turn on and to turn on by default the PkgMissingMetadataXml, CatMissingMetadataXml checks for non-::gentoo repositories.

Nonexistent metadata.xml files are already flagged by PkgMissingMetadataXml and CatMissingMetadataXml which are only run for the gentoo repo. To optionally apply this to non-gentoo repos it would have to be split into a separate check and inherit the related check classes providing that functionality.

For my own knowledge- what is the reason these checks are restricted to gentoo repo only? Is it just that gentoo-x86 is being forced to a standard that is noisy for general repos?

Either way, I've not traced if there is some configuration loaded out of repos stating what checks to ignore, but being pkcheck is the 'qa' tool, it might be worth thinking about.
