Initial create project dialog is persistent

Describe the bug

I cannot prevent the initial create project dialog from appearing when starting the program. The gear icon only give you the option of checking the "show this dialogue on starting", but if you do not choose that, the dialog still appears.

Start the program

Expected behavior

Start the program
Have dialog appear
Have a way to prevent the dialog from showing again

Uncheck the Show on startup option. and restart the app. that should do it.

Also if you open any other folder other than the default project, the dialog will noe come up too.
