feat: per-project wiki with nb

It'd be really cool if I could have a "per-project" wiki that manages itself via `nb`. In case of Gitlab projects, one could automatically do this with something like:

```console
$ nb init <wiki-url>
```

I'd need to look up the exact syntax...
