Add a Changelog Tab and Pages

Important! This issue depends on the completion of #494

We want to add another tab to the docs website - Change Log - to document the changelog in Permit. The theme of the changelog should look like the one on the Docusaurus website: https://docusaurus.io/changelog

Requirements

• Add a new button Changelog in the top navbar that added in Add API Documentations to the Website #494
• Create a new folder in the docs named changelog that will contain the changelog template in timeline folders
• Ensure the sidebar is auto-generated with all pages in the changelog folder and properly displayed there
• The template should be similar to Docusaurus template, but adopt the Permit UI language
• The code/functionality should be similar to the custom changelog plugin in Docusaurus source code: https://github.com/facebook/docusaurus/tree/main/website/src/plugins/changelog
