Incomplete Python version activecode in Exploration 1.12.8. Adding an addition method.

The python version of the activecode is incomplete, so it raises error.

@pearcej I would like to fix these errors, but I am not sure they need to be fixed. There are a few instances of similar cases. In this example, the Fraction class is missing because it was defined in another activecode, which should be clear to students. But we can make the code static by removing the interactive tag to prevent running it altogether. I think this option would give a better user experience to students with little programming knowledge as they will not be wondering why the error happens.
But the other issue with this is that the C++ code runs, so making the python static create inconsistency. What should I do?
