Remove some log filtering functionality

Ophyd no longer spams `info` unnecessarily:

## hutch-python changes

* Remove the `info` -> `debug` changer
* Remove the 'spammy log detection' mechanism (well-intentioned but flawed; will only serve as a source of confusion)
