[PF.org Website] Collapsed Table of Contents section looks broken in v6 staging

i think we should reconsider the design of the responsive TOC on pf.org. the secondary bkg color bleeds into the UI shell bkg and the margins look off. looks like there may be a z-index issue too (examples are appearing above the expanded panel).
