Bootstrapping for users that do not have an account with RP

Summary

Bootstrapping page currently says:

for now we assume that the user has an existing account with the RP

Can you update the user journey to begin with the assumption that the user does not have an account with the RP? It'd be great to have some clarity on how the first time exchange of personal information, such as the email and user name, fits in the bootstrapping flow.
