Opening the dashboard in a mobile browser does not show the filter dialog box in full.

Steps to reproduce

Opening the dashboard in a mobile browser, open the Filter menu

Actual Outcome

can not diplay the full filter dialog

Expected Outcome

display the full filter dialog

I think it's fair to say that the dashboard currently doesn't support mobile. There are many features that don't work on mobile at all or are cumbersome. Instead of trying to add responsive design to the outdated framework the efforts would be better invested in #2460.
