Could use an IP pool detail side modal

There are many places on the developer side of the console that reference IP pools, but there's no place for users to see the details of an IP pool. On this screen, we could make the IP pool cell a link, just like the instance cell is a link, except instead of going to a separate page, it could just pop up a side modal with the IP pool details.
