Homepage should focus on the proper location (and zoom)

I just have open the maps of India. This is what I get

It is unclear that this is a map about India. We should per default focus in India (with proper level of zoom).

This is a duplicate of #43, already solved. Note that each ZIM home location (and zoom) has to be manually configured anyway, it is in the Zimfarm but scraper was mixing lat/lon ...

I reopen this because:

• It seems not fixed for the zoom level. To me the first level should display the map fullscreen (=we should not have black zones)
• Default position based on --default-view is wrong #43 does not say anything about zoom level

Here is what I get

I think this implies as well a discussion about:

• What is the WxH ratio of the zone you give to the scraper
• How much of the neighbourhood do we want to provide

Indeed, because currently we do not use the viewport size to compute anything. Default zoom is hence quite conservative to ensure the area of interest is correctly displayed on (mostly) all devices, especially mobile phones.

We can probably have a heuristic to adapt default zoom level based on viewport size.
