Spike: Find out exact deposit required when updating a subnet identity

We need to find out the deposit required when:

• Creating a new identity from scratch
• When updating an existing subnet identity

Currently when creating a subnet, if we provide an identity, it gets added in the creation call register_network_with_identity. In this case, the deposit is forgone?
