Add filterby predefined tags to project market place

## Requirements for Project page filter

1. The project section shall have a sub header with 5/6 clickable
2. The project page shall show only project cards that match the clicked filter 
3. Templates need to integrate filter tags in metadata to be read in by the system  
4. A project should be able to have multiple filters
