Blackboard REST documentation claims Find Uses and Manage External Resources work but they are not implemented #94
Description
The Blackboard REST integration guide claims that Find Uses and Manage External Resources features are fully functional, which is not the case as they were never implemented. Find Uses always returns no results, and Manage External Resources throws an error.
We should either implement these features, or edit the guide to note that this does not work.
