plugin slot priorities not respected

Hi,
I was trying to overwrite the plugin slots that are set by tutor-indigo, and it would not work, even if my plugin slot operations had higher priorities.
I posted here: overhangio/tutor-indigo#181 (comment) but it was recommended that I open a bug in this repository instead.
