When switching git branches, if the chat has a pending "Implement plan" action waiting to be accepted, pressing Enter accepts both the branch switch and the pending chat action at the same time.
What steps can reproduce the bug?
Get the chat into a state where "Implement a plan" is pending and can be accepted.
Start creating a new git branch.
Press Enter to create new branch.
Notice that the creating new branch is confirmed, but the pending "Implement plan" action is also accepted unexpectedly.
What is the expected behavior?
Pressing Enter while creating a new git branch should only confirm the branch creation. It should not also trigger any pending chat action unless that action is explicitly focused.
