Define JSON schemas for different phase types

We will need to define YAML JSON schemas for the different phase types that are being publicly supported in rmf_task_sequence.

It might be best to wait on this until after some progress has been made on #43.

Note that we've decided to use JSON instead of YAML. Previous posts have been edited as needed.
