The latitude and longitude values are incorrect for ISS. I used the values to observe passages over Sweden and they are too early by several minutes.
Compared with https://www.astroviewer.net/iss/en/, open-notify appears to deliver a longitude about 7° larger than the actual one as it passes over europe.
