Add Span Hook

There's a TracingHook that emits span events during the flag evaluation lifecycle, but different vendors have varying support of events. The spec also specifies emitting spans as an option, so I think it's a good idea to so support.

The js-sdk supports this already, but the rest of the SDKs don't, so unsure if it's in-line with the spec.
