add ability to disable exception logging in flask extension

I'm already using sentry for error logging, so what interests me about opbeat is the performance monitoring aspects. 

Would it be acceptable to add a config option (similar to `logging=False`) that would disable the installation of the exception handler?

If so, I can prepare a quick PR
