Can i get some clarification on what are the allowed resource identifier formats allowed in announced resources' attributes (specifically lnk) ?

Is {SP-relative-CSE-ID}/{Unstructured-CSE-relative Resource ID} allowed?

Any format is allowed unless otherwise specified. Therefore, {SP-relative-CSE-ID}/{Unstructured-CSE-relative Resource ID} is of course allowed.
