mds,rgw: "done"-file is not created mon: root owns done file on Jewel

Probably it's obsolete, but recent ceph-deploy creates done files for mon's,mds's and rgw's.
For osd's this doesn't make much sense, because they are probably not mounted after boot if smthg goes wrong.

We will only create done files if we have a need.
