Question About Link Statistics #181

Hi I am doing a data science project using NYC Mesh and need to understand the different fields here , such as 'Link Potential,' 'Capacity', etc. I need to know exactly what they mean and how often they are recorded (per second? per minute?) for a link. Can anybody point me to where I can find this information? Thanks in advance.
