Layout moves too much when typing in the search bar #2112

When typing, the contents of the page keep jumping up and down. It seems to be caused by adding&removing that "claim package" button.
While checking if the new package name is available or not the button/header should probably stay there, rather than being optimistically removed to then be re-added as soon as the relative fetch ends.
