[BUG] <title>npm 10.5.0 run install stuck after install is successfully executed for the first time

This issue exists in the latest npm version

• I am using the latest npm

Current Behavior

using npm 10.5.0 to install specific dependency, install execution stuck after priting "npm fetch ...."

using npm 11 instead, npm install run successfully and print "npm reify moves {}"after "npm fetch..."

Expected Behavior

No response
