[Feature Request] Ability to select empty hotbar slots

I have this habit picked up from other games like Minecraft of always wanting to keep my hand empty, but at the moment, if you have the option enabled to pad the wheel with empty slots, actually attempting to select one of those empty slots will do nothing, it would be nice if there were an option to have it just not run that check

(as I said in my other feature request, i'd be happy to try and implement this myself when I have time)
