[Bug]: photo edit stroke colour picker does not work

Bug description

The color picker in the Photos app (Edit) does not work for pens, lines, or arrows. (Everything else works fine.)
The only color available is black. The color picker is displayed but is not active.

I have been tracking this bug since NC 27, and it is still present in 32.02.

But I suspect it was previously posted in the wrong forum.
