Google Play Services are not supported

Steps to reproduce

Someone calls me
No notification comes through

Expected behaviour

Calls send a notification to Android

Actual behaviour

In settings of the Talk android app, Play Services are reported as not available, however when I upload a file, the notification does appear.

I have the option to configure call and message notification sounds, but these never come through.

What could be going wrong here? Is there a setting my instance is missing?
