[Bug]: Theming broken in 32.0.9

Bug description

Since the update to 32.0.9 the custom images set at /settings/admin/theming are not shown in the Nextcloud UI anymore. This affects:

• Logo
• Background and login image
• Header logo
• Favicon

For new images, it doesn't seem to make a difference whether you are using SVG, PNG or JPG images - they are all not working.

Custom non-SVG images, that were set before the update to 32.0.9, seem to still work - as long as you don't change them.

Steps to reproduce

1. Set custom images at /settings/admin/theming
2. See how they are not displayed in the design of your Nextcloud

Custom images should work.

It looks to be related to the SVG handling/conversion as disabling SVG in imagick library (by removing ubuntu package "libmagickcore-6.q16-6-extra" ) seems to help as the workaround
