[Bug]: language error when creating a new user.

Bug description

See error in the top right of the image.

There is an error shown that roughly translates to An error happened. We can't continue. Invalid laguage
but the user is created.

If I click again on adding the new user, sometimes I will get the same error again, sometimes I will get the error that the user already exists. Whatever error I get, the user actually does get created and is shown after refreshing the page.
Funny side not, even though I did not set a password, only mail, the mail is not set.

Also happens if no group is set for the user.

Steps to reproduce

1. Fresh AIO installation, set default language, local and phone region.
2. create a new user
